In Cuba regular people (or citizens) were prohibited from having cell phones. Only foreigners and people in high government positions were allowed to have cell phones. Cell phone technology showed up in Cuba in 1991, and took 17 years for it's people to start using this revolutionary technology. Thousands of Cubans obtained phones through the black market, but had to have a foreigner put his/her name on the phone account to activate it. Cell phone stores were flooded in 2008 in Cuba when the cell phone ban was lifted so Cubans can take advantage of a now older technology.
