Basically homeless people are not their problem and they're willing to pay whatever it cost to get your homeless ass out of their state borders. A flight will be booked one way to your place of choosing. 

The states would rather pay than have the homeless stay. Oh, America! In Houston, Texas you can be arrested for digging through trash for food! Let's not forget about San Francisco where a homeless man was jailed just for falling asleep on a milk crate. In California, panhandling will get you arrested. Land of the free, home of the slave?
